Why does the Red Cross have a "military corps"?

The "militarization" of the Red Cross's staff is formally prescribed in the Geneva Convention of August 12,1949 art. 26 which assimilates the staff of National Red Cross Societies full fledged to the health personnel of the armed forces;duly recognized and authorized by their government. The applications for enrollment are presented in the Committee-mobilization centers present in the major provincial capitals.There are two roles to which you can subscribe: managing (officers) and support personnel (NCOs and troops).

To meet the latest regulatory requirements the tasks of CRI include the evacuation and care of the wounded and sick of war and of the victims of armed conflicts along with the tasks of health care and assistance according to the provisions of the four Geneva Conventions August 12,1949.

Are the enrolled to the Military Corps of the CRI public officials?

The members of the Red Cross staff ,when providing service (art. .29 RD 02/10/1936, n.484 and seq.mod.) are also considered public officials therefore they have the duties and rights inherent to their quality.
Management staff (officers), not in service, is subject to the rules established for officers on leave by the military discipline regulation and treated as which. (Art.30 R.D. 02/10/1936, n.484 and seq. mod.).
